Just for grins I calculated 2 lbs from the US to the UK on www.usps.gov. The only way you should be getting charged that much (unless the manual is really enormous) is if they are sending it via "Global Express Mail".
When I send things overseas with eBay, I charge my postage costs plus ~$2.50 for packing materials. This guy is charging way too much, IMHO.
