All of this magic stuff is VERY optional - I'm hoping that most people won't want to use it, since it really messes up the atmosphere of the setting.
I've already mentioned Dragon Slayers in the rules, but I can't access the memory stick without rebooting on this PC so I can't quote the exact text. Basically, pretty much anyone can kill a dragon with a sufficiently big gun, but since Tiamath (the dragon nation) and the rest of the world are currently at peace it isn't a good idea. To be called "Dragon Slayer" you have to
Kill an active healthy dragon (e.g. not drugged, drunk, caged, crippled, immobilised, etc.)
without the use of firearms (e.g., with a sword, bow, etc.)
at risk to your own life (e.g. the dragon doesn't want to be killed)
with witnesses
and for a justified reason (e.g. it just ate your granny; not for the hell of it, or as part of an organized dragon hunt)
and survive (suicide by dragon still counts as suicide, unless it's a REALLY heroic death)
Basically it's a bit like the Darwin Awards, only the key point is survival, not death.
