It has a rugged look up close that reminded me of a beard. I think the traffic cone is supposed to be some sort of comment on its location; it's beside one very busy road, underneath another (the thing that looks like a roof behind it is actually the elevated portion of another major road) and London's traffic problems have been big news lately.
