Figure recommendations

As I may have mentioned a couple of times, I'm working on an RPG based on the novel Tooth and Claw by Jo Walton, which has a dragon civilization with mid-Victorian equivalent technology. One of the things I'd like to include is some figure recs - preferably for 25mm / 28mm scale, but I'll also consider plastic models and toys.

The dragons are the classic "snake-like body with wings and legs" type, not the "dinosaur with wings" you see in some figures, with sizes of adults ranging from 10ft or so up to 60-70ft long, and presumably thicker bodies (but not hugely so) with greater length. I'd particularly like some holding things, e.g. books, lying on piles of gold, driving steam engines, etc.

Any suggestions on this would be appreciated.

Oh, and they wear hats, though I suspect that people will have to make their own.

nice, maybe a bit too bulky in the body but certainly usable - colour is wrong since green indicates poor health, but it's certainly a possibility.
