I've always been kind of fascinated by Spring Heeled Jack. May have to track down that Primeval episode. And that's one mighty fine plotbunny...

The trouble is that Jenny would just be a kid, unless you invoke time travel in some way, and Madame Vastra is less interesting on her own.
