Playing cards in PDF?

Can anyone point me at software or templates for designing playing cards in PDF format?

I'm thinking about putting a story telling card game into Gandhi's Angels; what I think I want to make is a pack or two of fairly standard cards with the corner numbers / symbols as a normal pack, but some text replacing the rest of the symbols. Something like this:

or


Explosion!

But I'd want the corner symbols to be hearts, clubs, etc. as a normal pack, proper backs, etc.

I think this should be fairly trivial with the right software. I'll see what I can fiddle up. Do you have either Illustrator or Photoshop?

I can remember a while ago having a freebie DTP package that had a playing card option.
I'll see if I can locate it for you.

Nice idea, but it's a much bigger sheet than I want - I really need something that I can include in a PDF book in letter format.

The first is using their software and files, as far as I can tell it isn't making a PDF, the second appears to be a "send us your pictures and we'll use them to make a pack of cards" deal, neither is really what I want.

The first one seems to do a lot of the things I want, but I can't print from it to test if it gives the PDFs I want without registering, and I want to clarify the position on distributing PDFs made from it first - their terms of use are a bit complicated. I'll have to contact them, see what they say.
