IOS update bug?

Since installing this "update" I've twice noticed that applications I thought I'd closed were open when I logged in again. Anyone else run into this?

There's a new way of closing them - you have to "sweep" them offscreen (on my iphone it's towards the top of the phone) to close them. I don't know if that's what you're doing? http://www.pcadvisor.co.uk/how-to/apple/3470778/how-close-apps-in-ios-7/
