Today's useful (if somewhat boring) bargain

Maplin are selling 5M steel tape measures for £1. Seem to be reasonably well made with locking buttons, belt clips, and wrist straps.

When was the Shadow Proclaimation last mentioned on Dr. Who (TV and I suppose Torchwood, SJA, etc. but not the spin-off books etc.) - was it before or after the Pandorica and the reboot of the universe?
