When was the Shadow Proclaimation last mentioned on Dr. Who (TV and I suppose Torchwood, SJA, etc. but not the spin-off books etc.) - was it before or after the Pandorica and the reboot of the universe?

tardis.wikia.com has a reference to it in The Eleventh Hour, so definitely before the Pandorica and reboot.

I know before, it's the after I'm worried about - I'm pretty sure it's last mentioned before the Pandorica, but I want to be certain.

Yes, I saw that page - all of the references to books, comics etc. are a bit confusing since I'm trying to work this out in terms of the TV continuity.

S01E01: Convention 15 dealt with the cessation of hostile actions in order to parley. (TV: Rose)

S02E00: Rose Tyler made mention of the Shadow Proclamation while attempting to threaten the Sycorax Leader. (TV: The Christmas Invasion)

S02E11: In 2012, the Tenth Doctor told a being inhabiting Chloe Webber that "(he) request(ed) parlay in accordance with the Shadow Proclamation." He asked the being to identify itself. (TV: Fear Her)
