I'm having a lot of internet trouble tonight (which is why there are no illustrations) and can't actually check this out properly - my impression is reasonable presentation and value for money, but I'm not sure that it has a lot to offer over other noir/fantasy/investigative systems and settings, and some of it - such as the generic city with no name - feels a little pretentious. It might be worth a look if you like this sort of thing.
