This is the Cypher conversion of Monte Cook's Ptolus: City By The Spire game setting which was originally written using D&D 3e rules:

Ptolus core setting book for Cypher SystemThis new Ptolus Cypher Bundle presents the 2021 versions of Monte Cook's famous City by the Spire, Ptolus. This offer is a companion to our new Cypher 10A Megabundle, marking the tenth anniversary of the founding of Monte Cook Games with a giant offer of games, sourcebooks, campaign settings, and play aids including Numenera Discovery, The Strange, four genre sourcebooks, and four Worlds of the Cypher System.

In the shadow of an impossibly tall stone column, the sprawling city of Ptolus sits atop ancient dungeons that draw adventurers ("delvers") from across the land. Humans, dwarves, elves, and halflings rub shoulders with leonine littorians, winged cherubim, and even centaurs and lizardfolk. Magic is everywhere; intrigue and treachery abound; someone always needs to hire adventurers to face bizarre chaositech abominations, the fearsome wintersouled, or dangerous soul magic. Delve the endless dungeons and, when you're ready, ascend the Spire to confront an ancient and restless evil.

Originally published to critical acclaim in 2006 for D&D 3.x (we presented that one in September 2014 and again in May 2016), Ptolus thrives again in new versions for Fifth Edition and the Cypher System, funded in a spectacular February 2020 Kickstarter campaign. As before, the Ptolus core campaign setting book is lavishly produced, with abundant maps and illustrations, multiple indices, heavy cross-referencing, hyperlinking and bookmarking, and quick-access summaries. With this single book, and the play aids in this bargain-priced offer, you can take starting player characters all the way to epic play -- twice over.

We provide each title complete in .PDF. Like all Bundle of Holding titles, these ebooks have NO DRM (Digital Restrictions Management), and our customers are entitled to move them freely among all their devices. (By publisher request, the DriveThruRPG versions of these files are inobtrusively watermarked.)

Ten percent of each purchase (after gateway fees) goes to this Ptolus Cypher offer's pandemic-related charity, Direct Relief. Direct Relief sends protective gear and critical care medications to health workers, with emergency deliveries to medical facilities across the US and to regional response agencies across the world.

Ptolus NPC DeckThe total retail value of the titles in this offer is US$75. Customers who pay just US$17.95 get all four titles in our Ptolus Cypher Collection (retail value $75) as DRM-free ebooks, including the complete 674-page Ptolus in both its Cypher System and D&D 5E versions (retail price $60), along with the Ptolus Character Portfolio in both Cypher and 5E versions (retail $2 each) and the NPC Deck (retail price $8). There may be an additional item added later. Every purchaser of the offer automatically receives the new addition on their Wizard's Cabinet download page and in their linked DriveThruRPG Library.

I thought I'd previously reviewed the D&D version but I can't find it for either of the dates mentioned above. My impression then, and now, was a big sprawling dungeon-bashing campaign which is unfortunately not something I actually want to play right now. If you do it seems to be worth a look, though if you use D&D that version might be more useful.
