Is there any way I can convert something like the Police Code book into a document editable by e.g. Word, keep all the links, and eventually save it as PDF with all the links?

never mind, I'm an idiot, Acrobat can do it!

But is there any way I can tell Acrobat NOT to put the file address at the bottom of each page? Also, is there any way to put page breaks that Acrobat will recognize into an HTML document short of breaking it into multiple files - which would screw up the linking again?

Open Office will save as PDF and Google Docs will as well, although the formatting options on there are not as extensive.

I can print Word etc. files as PDF easily, it's preserving the internal links that's the problem.

I've just tried the 'Export as pdf' option on the file from Libre Office and it preserves all of the links correctly as far as I can tell. There are lots of options for how you want the pdf formatted as well.

Maybe next time around - I've done a quick job mixing some Word and some HTML files - it's readable, not ideal since Acrobat has put the file addresses on every page, but it'll do for now.
