The Master is a better employer than the British government.

Compare how both get Torchwood out of the way when they might otherwise ask awkward questions:

The Master - sends them to the Himalayas on a wild goose chase.
HM Govt. - blows up their HQ and sends assassins after them.

Of course nobody's perfect, and the Master does occasionally terminate employees who have outlived their usefulness or get on his nerves - e.g. Chan-To, though in that case it wasn't actually The Master who originally hired her, but his predecessor Yana.

Any thoughts?

I would say the best proof that you're right is that the Master doesn't kill the British government until he is the British government - ie, working for him was a lot safer before he got elected.

The nuWho Master also gasses the entire Cabinet and decimates the population of Earth. Quite a long way from perfect, I'd say.

But it's quite clear that the good-natured contempt for bureaucracy that was a feature of realWho (possibly deriving from the fact that some of its creators, if not all, had done actual military service) has in nuWho hardened into a sullen terror that exceeds any fear they might have of a lone loony.

I was an employee of the British government for many years, and they didn't try to kill me even once. :) I suspect that anyone working for the Master for a prolonged period would have been killed sooner or later.

The Master didn't want Torchwood to "Get Involved", so he diverted their attention.

HMG wanted them to get deeply involved, in the wearing of concrete bootees and the the close inspection of the Cardiff Docks (the underwater sections)

They also knew that Torchwood (or one of them) already knew the Answer, whereas the Master could be pretty sure that they didn't know abotu the Toclafane.

Good point - I suppose they were more of an immediate threat to HMG.
