The anagrammatic Doctor Who spinoff series Torchwood will be showing next year, with a concept that sounds like "Captain Jack meets the X-Files". Aimed at an older audience than Dr. Who, which presumably means more explicit references to sex, Jack will be the only crossover character. They're laying the groundwork for it in the Dr. Who Christmas special.
