This is an interesting idea; quite a few people develop stories as games before adding the details needed for a complete story (Worm comes to mind) and I've written at least one fanfic as a spin-off of an RPG I've run. Whether it produces GOOD fiction may be another matter, but that's really up to the writer more than the tools they use.
