Probably because you have been posting so much on the Weinbaumverse, my first reaction was that this was some sort of weird technology being harvested by the British from Venus or Mars ... maybe a "memory stick" is an internal organ of a Dream-Monster, or something like that :)

I got it! It's an adjunct to the beast's brain which lets it process other people's fantasies. You can take a captive Dream-Beast, expose people to it, and then flash-kill the Beast and harvest the "memory sticks." When you do this, the application of electric current to the sticks through a "dream projector" will enable a replay of the dream!
