Because, even under the new rules, it has to only ever have had one posting (the welcome post) to be eligible for deletion under this purge.

Two entries and it's safe.

magician had 11 entries in six months starting back in November 2001, ending in April 2002 and nothing since. I joined LJ less than four hours later (doh!) and there were only 36 people that joined between those two times.
