How does a five-year-old with no papers or parents get from the USA to the UK in the early 90s(?) and become a schoolgirl in England?



And I don't think wibbly-wobbly timey-wimey really cuts it on this one...

There's also the issue of her parents. Who'd she live with all those years? I think the implication is that the Silence caught back up with her to continue the brainwashing.

Well, she gets there the same way that everyone in that universe gets to places, via technology (or magic, pace Clarke). How she stays there with no documentation is another question.

Hmm, this sort of implies that Torchwood isn't in the same timeline as Who, the latter seems a lot less bureaucratic (in our time period) than ours and T's seems more so. I think that the TARDIS doesn't just wobble in time and space, it also drifts between parallel universes and they don't notice.
