Interesting idea. I can see possible crossover fic potential.

I always wondered if Donald Belissario had ever seen Mr Benn, 'cos it seems a bit proto-Quantum Leap to me - Mr. Benn (Sam) leaping back and forth through history, and occasionally the shopkeeper (Al) pops up (suddenly, as if by magic) to give him important information...

It's possible, but there's a long history of fictional shopkeepers putting people into odd circumstances apart from that.
