They contacted me a week or so ago. Then if you want to register on line you have to register for their site, wait for them to send you an access code, then apply. You can also apply by phone, if I'd realised what a rigmarole the web site was I would have probably done that, but I suspect it's just as complicated.
Incidentally, everything I can find out seems to confirm that deferring the start of pension (which gives you a slightly higher pension when you do start) is not a good idea - you'd have to be collecting the higher rate for say 20 years before you felt any benefit, and throughout that time you'd be paying slightly more tax.
Oh, and I got the winter heating thing last year - at the lowest rate, but still handy. Haven't received a letter about that yet.
