Can anyone explain why I can buy Jim Butcher's latest Dresden Files books for $22.15 (about £11.50) including international shipping from amazon.com, whereas amazon.co.uk will only sell you a second-hand copy starting at £12.13 PLUS international postage?

Probably because the UK Amazon store can't sell it until it's published by the UK publisher, and some guys are taking advantage of that to make themselves a few bucks by reselling US bought editions to UK customers who can't wait, and don't think of going to amazon.com directly.
