I think you'd be hard pressed to find a free web hosting service that doesn't have advertising and pop-ups.
If you just want to host photos, then fotopic is quite good as, unlike with photobucket, you can create proper thumbnail albums and change colour schemes and layout. It's free and there isn't much annoying advertising.
